I overcame this problem by doing the following
I made the owner of /var/spool/squid and all subdirectories: user: squid and group: squid with all permissions
i did the following
#sudo nautilus (i like gui)
browse to /var/spool/squid and right click and change owner and group to squid
the browse to /var/log/squid and did the same
this is wholly a file permissions error methinks
marklodge's comment was right on! In my case, I had update the BlackLists used by SquidGuard and had mistakenly assigned the owner of the file to a different user and not the Squid user. I corrected the mistake and the problem went away. Thanks marklodge for your help on this matter.
